Roadmapping across Public and Private Sector Contexts

Summary

This research examines the use of roadmapping across public and private sector contexts. Governments and firms apply roadmapping in different ways to structure long-term thinking, prioritise investments, and navigate uncertainty in technological development and innovation pathways.

Although roadmapping is underpinned by shared principles, its purposes, design, and implementation vary across contexts. These differences reflect distinct institutional objectives, governance arrangements, resource constraints, and the roles that governments and firms play within innovation systems. This project investigates these variations to develop a more systematic understanding of how roadmapping is applied in each context, how it shapes interactions between public and private actors, and how it can be strengthened to better support decision-making, coordination, and strategic direction.
