Industrial Pact for Yucatan

The context of global manufacturing industries is changing rapidly. New technologies, the fragmentation of value chains and the emergence of new competitors all present new challenges and opportunities for countries, regions and firms. As such, the role of industrial strategies to support long-term competitiveness is the subject of much discussion in the international policy agenda.


As part of its economic strategy, the government of the State of Yucatan has
recognised the need to promote a process of reindustrialisation to rediscover the
State’s historical industrial vocation. Yucatan aims to become a leader in the country by promoting industry-led economic growth.


This study sets out to inform new strategies and initiatives aimed at supporting
Yucatan’s industrial development. It draws upon a wide consultation with industry,
academia and government as well as a structured review of the literature.
