Background

Neil was born in London, England. He has a B.A. in Industrial Economics from the University of Nottingham, an M.A. in Business Law from the City of London Polytechnic and an M.Phil in Technology Policy from the University of Cambridge. After 4 years in Investment Banking during the early 1980's, he ran away to sea and joined the Royal Navy. Following initial training at Dartmouth he served in HM Ships Fawn, Invincible and Collingwood and spent 18 months on active service in Belfast, rising to the rank of Lieutenant.

In 1990 he joined the London School of Economics (LSE) as Head of Research Services. He oversaw all LSE's contractual and government sponsored research and all its commercial activities, becoming one of the UK's leading figures in the field of knowledge transfer. Neil subsequently was appointed Director (Business and Enterprise) at LSE.

Neil joined the IfM as a part time Doctoral student in 2005 looking closely at the efficiency of university technology transfer mechanisms. He is a member of Complexity Group. Complexity Group works across the interfaces of business, technology and public policy and is a network of highly experienced senior professionals specialising in helping public sector organisations and businesses to make the right decisions in complex environments.
